Like any great shonen series, One Piece has very memorable villains. The majority of these villains are well written and fleshed out, and some of them have backstories that are both relatable and tragic. As One Piece‘s story has progressed, villains like Hatchi, Bentham, Bellamy, and Saint Mjosgard have found ways to redeem themselves, but there are certain villains who do not deserve to be redeemed.
Even if one of these villains wants to take down the evil World Government, or if they end up helping Luffy and the Straw Hats in some way, they are by no means absolved of their sins. This is what happens when villains go out of their way to make innocent people suffer. It also does not help that some are capable of killing without remorse.
10 Caesar Clown
Caesar Clown was the main antagonist of the Punk Hazard Arc, and he worked with Dr. Vegapunk as a scientist. He is the leading expert on chemical weapons of mass destruction, which is why the World Government assigned him a 300 million berry bounty.
Caesar created SAD – a substance that is used to create SMILEs, the artificial Zoan Devil Fruits which made the people of Wano miserable. He used kidnapped children in his experiments, and made them believe that he was trying to save the world after losing his son. In truth, he did not care about the children or the fact that his experiments would kill them within five years.
9 Queen
Queen is a gifted scientist who worked with both Caesar and Vegapunk. He specializes in creating biological weapons, and used his mechanical expertise to give himself a multitude of cybernetic augmentations. He is also a genius virologist who created several deadly viruses – which he weaponized in the form of Excite Bullets.
What makes Queen so deplorable is the fact that he considers the Beast Pirates’ lower-ranking members to be nothing more than worthless foot soldiers. He intentionally shoots them with the fatal Ice Oni virus just to make them more useful. Worst of all, he enjoys infecting them.
8 Judge Vinsmoke
Sanji left the Straw Hats because his father forced him to marry one of Big Mom’s daughters. Sanji hated his father, which is completely understandable given their history. Judge Vinsmoke wanted to restore the Germa Kingdom to its former glory, and he believed he could achieve this by turning his children into superhumans.
Judge hated compassion and kindness because he believed it made people weak and useless – which is why he despised Sanji. It did not help that Sanji was the only child who did not inherit any superhuman traits. When his wife died, Judge locked Sanji in a dungeon for six months because he viewed him as a mistake and waste of space.
7 Don Krieg
There are a number of pirates who are not worthy of becoming the next Pirate King, and Don Krieg is definitely one of them. He is the Admiral of the Krieg Pirates, and he earned a decent bounty due to his actions in East Blue.
Krieg is a cruel, arrogant, and dishonest person who chooses to rule over his crew with fear. The only reason he even has a crew is because he knows he needs bodies if he is to succeed. Gin is his strongest and most loyal crewmate, yet he is willing to kill him and anyone else as long as he can win a fight.
6 Orochi
Orochi was a supporting antagonist throughout the Wano Arc. His family was stripped of their power when they tried to seize control from the Kozuki family, which forced him to grow up in poverty. This caused Orochi to become greedy and power hungry, which is why he allied with Kaido to take over Wano.
He ruled over the country like a tyrant, and would often hold exquisite banquets while most of the country starved. If anyone spoke ill of him, they would be imprisoned or killed. He enjoyed watching the citizens suffer, and when he survived Kaido’s attack, he attempted to kill everyone on Onigashima out of spite.
5 Akainu
Akainu is the current Fleet Admiral of the Marines, but he served as one of Admirals during Summit War at Marineford. He believes in Absolute Justice – which involves the complete eradication of evil at all costs. He ordered the destruction of a refugee ship during the Ohara Incident, which proves that he does not mind killing innocents,
Ace was Luffy’s older adopted brother, and he is still one of One Piece’s most liked characters. Akainu killed him during the Summit War, and he did it right in front of Luffy.
4 Crocodile
Crocodile was the main villain of the Alabasta Arc, and he nearly killed Luffy twice. He and Luffy reunited in Impel Down, and they helped each other to escape the underwater prison. Crocodile then helped to save Ace at Marineford, which made him look like a reformed villain.
He may have helped Luffy, but that does not negate all the pain and suffering he caused in Alabasta. He wanted to take over the desert kingdom so he could find a Poneglyph and acquire the ancient weapon Pluton. He used his Devil Fruit to create droughts and famine, which led to the deaths of countless people.
3 Kaido
Kaido was the Captain of the Beast Pirates, and his main goal was to start a huge war with the Word Government so that he could change the word. This goal would not be that bad if it were not for the fact that he basically turned Wano into a wasteland in order to achieve it.
He wanted a crew filled with Devil Fruit users, which is why he acquired SMILEs and forced them onto Wano’s population. His crew would take most of the food, and most of the drinking water was polluted by their weapon factories. He even intended to move Onigashima to Wano’s mainland so he could turn everyone into slaves.
2 Saint Charlos
Most Celestial Dragons are despicable human beings, but Saint Charlos really stands out. Like other Celestial Dragons he believes he is a God, and that all commoners are basically insects. Whenever he leaves Mary Geoise, he wears a glass case around his head because he does not want to breathe the same air as other humans.
He shot a doctor who was trying to save a patient simply because he did not stop to bow, and he shot Hachi because he wanted a Fish Man. During the Reverie, he attempted to kidnap Princess Shirahoshi twice in order to make her his slave – and these are just a few of his many henious acts.
1 Doflamingo
Doflamingo is one of the strongest villains that Luffy has gone up against, and he is a former Celestial Dragon who became a pirate after he was not allowed to return to Mary Geoise. He was the underworld’s most influential broker, which made him responsible for parts of the slave trade. He also supplied Kaido with the SMILEs.
He overthrew Dressrosa’s ruling family and ruled the country as a dictator for over a decade. He would have citizens turned into toy slaves, and he forced many to live in poverty. While fighting Luffy, he created a birdcage that enclosed all of Dressrosa, and he used it to destroy most of the kingdom.
